Synopsis
Public representative are not specialist and as such, in the modern technical world, it is not possible for public representatives to govern directly. They have to seek the help and cooperation of the specialist government servant, who constitute the bureaucracy. The union public service commission functions as recruiting agency for the national services like the Indian Administrative Service, Indian police service and other allied services in India. The level of a Government depends to a large extent on the quality and morale of the officers who constitute the bureaucracy. It is the historical fact that during the medieval period in India the Muslim as well as the Hindu Kings were dependent on their advisers, who were bureaucrats and nobles. The present bureaucratic traditions have been borrowed from the British Raj in India.
