About the author

A. Premchand

Arigapudi Premchand, an Indian, is a retired Assistant Director, International Monetary Fund. During his service with IMF, he was Chief of the Public Expenditure Management Division for several years. He is an author/editor of a dozen books, twenty-five book chapters, and more than seventy papers. Since retirement from IMF, he has been working as a consultant with several international organization including Asian Development, World Bank, and the United Nations as well as with academic institutions – Kennedy School of Government, Georgia State University and National Institute of Public Finance and Policy (New Delhi). He and his wife live in Irvine, Southern California.
