Synopsis In the present democratic system of government, the liabilities and duties of the police are more socialistic in comparison to the other types of governments. Police being an integral part of the government, its actions are concerned with the detection of crime, maintaining law and order besides enforcing social legislations and also to protect the weak and the defenceless. A step forward, the role of the police forces has now undergone rapid transformation since the country, at present, is facing three challenges to internal security i.e. terrorism, insurgency in the north-east and thirdly left wing extremism or naxalism. On many occasions, Prime Minister has rightly cautioned the nation that naxalism posed the single biggest internal security challenge to India. Police is the instrument to confront and defeat these challenges. There is a great need for the Central Government and the state governments to work together in a spirit of partnership since the police reforms have not, by now, received the attention they deserve.

The present book gives a kaleidoscopic view of the police and bring into fore various situations, multifaceted problems and difficulties that come in the way of better policing vis a vis constitutional liabilities concerning the criminal justice system and internal security challenges. Nazrul Islam

Dr. Nazrul Islam is Inspector General of Police, West Bengal. He was awarded Indian Police Medal for continuous meritorious service (1997). He is the author of 27 books and Son of the Soil. Some of these have been translated to other languages. He was awarded Ananda Puruskar (1995) for his book on 'Hindu Muslim Relationship in Bengal', Sarat Puruskar (1998) for critical writings and Sushila Devi Birla Smiriti Puruskar (1999) as eminent writer. He is the founder Chairman of the NGO, 'Basantapur Education Society' which has already established a Primary School, an HS School, a College, A STVT, a PTTI, a Polytechnic, and an Engineering College; and is planning to establish a medical College and a University.
