This piece of legislation is in the form of a war against poverty ridden migrant workmen. The system of employment of migrant workmen is not only complex one but also an exploitative mostly prevalent in the states of Orissa, Madhya Pradesh, Bihar, etc. Since all does not appear to be well with the system, therefore, it was aspired to undertake an indepth study of this piece of legislation particularly through the techniques of social sciences research methodology applied in legal sciences research in order to know the functional approach of law.
