Synopsis As the first governor of Arunachal Pradesh in 1987-90, the author travelled extensively through the state, interacted with the people and got acquainted with their social and cultural heritage, which he vividly describes in the book. In 1962, he had dealt with issues in the Defence Ministry after the debacle. As the governor, after visting the border areas in the state, he got valuable insight into the border dispute between the two countries.

The author believes that the Dragon's shadow over Arunachal is a ominous signal. With its growing economics and military prowess, China's claim over Arunachal should no longer be taken lightly. The border dispute is threatening to become a territorial one. So far as discussions on the issue are concerned, we have been prisoners of our past as inheritors of our northern borders from the British and the age-old belief of peaceful co-existence with China.

Instead of endless talks, negotiations need to be done at a high political level to settle the border issue, keeping in mind what Dr. B.R. Ambedkar had said: While boundary marking is the job of the surveyors, boundary making is the responsibility of statesmen.

About the author

R.D. Pradhan

R.D. Pradhan joined the Indian Administrative Service (IAS) in the erstwhile Bombay State in 1952.  In 1960 he joined Y.B. Chavan, the Chief Minister of Maharashtra as his Private Secretary. In 1965 he joined the Ministry of Commerce and handled several landmark negotiations.  In 1967 he was appointed as India’s Representative in Geneva to UNCTAD and GATT and later joined the UN.  In 1982 he was appointed the Chief Secretary of Maharashtra and in 1985 the Union Home Secretary.  In 1987 he became the Governor of Arunachal Pradesh and also acted as Governor of Bihar.  He was awarded Padma Bhushan for distinguished Public Service in negotiating peace accords for the Punjab, Assam and Mizoram.  As an author he has to his credit books like Working with Rajiv Gandhi and Debacle to Revival-on Y.B. Chavan’s Tenure as the Defence Minister.  He has written several books in Marathi as well.  Currently settled down in Mumbai, he is Vice-chairman of the Nehru Center and a Trustee of the Y.B. Chavan Foundation.
