Synopsis Small States Security Dilemma: A Maldivian Perception, deals with the piethora of security questions in general and the security problems of a Small Developing Island State in particular.  The concepts of security, both western and the developing world’s interpretations have been discussed.  The small state’s security concerns at the national, regional and international sectors have been analysed in detail in the first part of the book.  The Republic of Maldives, a small island state in the Indian Ocean has a unique status in the international arena.  Situated between India, Sri Lanka and Diego Garcia, the country has multiple security regions.  A holistic approach has been applied to analyse the security zones of this island state.  As far as security parameters are concerned the security of the country has been studied from Environmental Security, Socio-Political Security, Military Defence Security and Economic Security point of view.  Since there is a paucity of material on Maldivian Security, interviews of decision makers, opinion builders, private sector, media and the common people were taken to build the Maldivian perception on Security.  The second part of the book analyses the empirical research and the findings thereof.  This book is a maiden effort in documenting the security dilemma of the country.  Based on its history, its past experiences and present international scenario, this study deals with the core security problems and their solutions.  In the last section, a programme to enhance the security of the country at national, regional and global level has been put forth.

About the authors

Ibrahim Hussain Zaki

Ibrahim Hussain Zaki, A career diplomat, turned politician had served in public service for nearly 40 years.  He has held the posts of the Minister of Planning and National Development, Minister for Tourism, Deputy Minister of Foreign Affairs, and the Permanent Secretary (Foreign Secretary) of Maldives.  He was also the Secretary General of SAARC and the Chairman of the SAARC Eminent Persons Group in early 90s.  as the Secretary General of SAARC, he steered the organization from social areas of cooperation to core areas of economic cooperation.  He is also regarded as the informal dean of academia in the Maldives, especially in the areas of national security and regional cooperation.  He is also a founder member of South Asian Centre for Policy Studies.  He has presented many essays on regional cooperation, economic development, environment, diplomacy and security.  He is currently the elected Vice President of the Maldivian Democratic Party (MDP).

Regina Mulay Parakh

Dr. Regina Mulay-Parakh, a UGC Research Scientist, is a trained journalist, researcher and a teacher of international relations.  Her research area is Peace and Conflict studies, concentrating on South Asian Region.  She has been a visiting fellow at the University of Maryland College Park, USA and at the Centre for Peace and Conflict Studies, Uppsala, Sweden.  She has made presentation at the UN, special session of Beijing+10.  She has numerous research articles to her credit, has contributed chapters to six edited books and has three books to her credit.  This is her fourth book and second in co-authorship.
