Synopsis Human development is "the process of enlarging people's choices". The three essential ones are for people to lead a long and healthy life, to acquire knowledge and to have access to the resources necessary for a decent standard of living. Unless these three critical choices are available, many other desirable opportunities will be unattainable. Some of these other choices include political, economic and social freedom as well as the opportunity to be productive and to enjoy self-respect and guaranteed human rights. Human development thus has two sides: the function of human capabilities, such as improved health or knowledge; and the other the use that people make of these acquired capabilities, for leisure or productive purposes. According to the concept of human development, income is only one option available to people though an important one at that. But it is not the sum total of their lives. The purpose of development is to enlarge all human choices, not just income. Income is a means, not an end. It may be used for essential medicines or narcotic drugs. The well being of society depends on the uses to which income is put, not on the level of income itself. This work articulates HRD practices in the context of globalisation in 21 century.
