Synopsis This study provides the framework for the structure, ideology and change of the rural power elites in the Panchayati Raj system and their relationship amongst themselves, a key to the understanding of rural development. Unlike most village studies carried out solely in terms of the traditional model of stratification system, this study for the first time places the political ideology at the centrality of the scheme of variables. At one level, it is an attempt to study the rural power elites and at another, an examination of how the power elite fraternity operates keeping their subjective orientation in abeyance contributing to the unraveling of “inter-intra-caste-class” consensual-conflictual aspects of Indian social structure depending on the situation.

Dr. Indu Shekhar (b. 1964 at helwa, Distt.-Madhipura, Bihar) did his B.A. (H) in Sociology from Patna College Patna University, Patna; M.A. from Deptt. of Sociology, Delhi School of Economics, Delhi University, Delhi (1987); and M.Phil. (1987), Ph.D. (1996) from Centre for the Study of Social Systems, School of Social Sciences, Jawaharlal Nehru University, New Delhi. He has worked for many national and International Institutions like, Society for Development Studies, New Delhi; Centre for the Study of Administration of relief, New Delhi; LBSNAA, Musoorie; JNU, New Delhi; and Seikei University, Tokyo, Japan; Centre for Development Research, Copenhagen, Denmark; Centre for Development Studies, Swansea; University of Wales, United Kingdom. He is currently working with Institute of Applied Manpower Research, Delhi under the aegis of Planning Commission, GOI. He specializes on Education (Primary and Higher) and Society, Rural Power Structure and Development, Environment and Livelihood Systems, Diasporas and Development, and Qualitative Research.
