Synopsis Education for all has remained a distant dream for most developing nations across the globe. The will to commit adequate resources-both human and financial to this cause was conspicuous by its absence till the very last decade of the previous century. For India, as well as for much of the developing world, the Jomtien Conference of 1990, proved a turning point. True, our National Policy on Education was formulated in 1986 and the necessity to address the Herculean task of universalizing elementary education was underscored therein. Yet, the Jomtien Conference and the Plan of Action prepared in 1992, led to a major galvanization of our efforts to squarely address the issue of Education for all. This mission was carried substantially forward with the Dakar Conference of 2000 which enabled the world-as well as India-to take critical stock of our efforts on the ground and to decide on a concrete timeframe for actualizing the specific goals associated with the overall objective of achieving EFA. This book is addressed to both the lay leader and the specialist. It traces the saga of EFA in India against the backdrop of UNESCO’s international monitoring efforts and the agreed milestones. Distributed into ten chapters, the book provides a clear, uncluttered, unbiased, perspective and takes a close look both at the ground covered so far, as well as the strategies now being adopted to transform EFA in India from dream to reality.

About the author

Bhaskar Chatterjee

Bhaskar Chatterjee has been deeply involved with the world of education for over a decade. From 1995 to 2000, he led the National Literacy Mission as its Director General, spear-heading a nation-wide effort to reach out to the illiterate masses of India and bring them into the mainstream. His tireless endeavours and supreme dedication galvanized the Mission into an intensive operational phase that earned from UNESCO the prestigious NOMA Award in 1999. Bhaskar Chatterjee has worked closely with experts, NGO’s, officials, financing agencies and other stakeholders in the area of Elementary Education as well, and was strongly associated with some of the major initiatives taken in this sphere. He has been involved with a number of UNESCO programme and studies that have been widely acclaimed. Between 2001 and 2004, he held the position of Director General and Member Secretary of the Indian Council of Social Science Research. During his eventful tenure, he was instrumental in the financing and implementation of a number of projects and studies on basic education. He continues to dedicate himself to his cause which he believes is the principal transformational tool for the mergence of a new and resurgent India.
