About the authors

Philip Oldenburg

Philip K. Oldenburg is senior lecturer in the department of government at the University of Texas at Austin and adjunct research scholar at Columbia University. he has edited or co-edited nine previous volumes in the India Briefing series. He is the former director of Columbia University's Southern Asian Institute and the author of Big City Government in India.

Alyssa Ayres

Alyssa Ayres is deputy director of the Center for the Advanced Study of India at the University of Pennsylvania. She was previously assistant director for South and Central Asia policy programs at the Asia Society in New York, and has worked for the International Committee of the Red Cross on Mission in Jammu and Kashmir. She is a term member of the Council on Foreign Relations, a member of the International Institute of Strategic Studies in London, an honors graduate of Harvard College, and holds an MA and PhD from the University of Chicago.
