Synopsis Historically, Europe and Asia have had a close relationship based on shared values, objectives and respect for each other. This has enabled them to make a substantive contribution to the international system. The Europe-Asia relationship has strengthened over the years and cooperation among Asian and European Countries has acted as a catalyst to promote a multilateral approach for addressing a variety of issues ranging from the role of the UN system to strengthening democratic institutions. The relationship has also provided the impetus to move towards a more equitable new world order. Given the existing political, economic and strategic imperatives, Europe and Asia need to engage in building a strong partnership by focusing on areas of mutual interest and benefit. This edited volume is based on a selection of papers presented at the International Conference organized by the Observer Research Foundation, New Delhi in association with The Rosa Luxemburg Foundation, Berlin in November 2004. The conference was co-chaired by General V.P. Malik, President, ORF Institute of Security Studies and Dr. Erhard Crome, Head, Department of International Relations, Rosa Luxemburg Foundation.

About the authors

V.P. Malik

V.P. Malik is President, ORF Institute of Security Studies. He was the Chief of Army Staff of the Indian Army from Oct 1, 1997 to Sept 30, 2000. He was also the Chairman, Chiefs of Staff Committee of India from January 1, 1999 to September 30.2000. As Chief of Army Staff, General Malik had the dual responsibility of being the Army's main advisor to the Government as well as managing the one million strong ARmy. He planned, coordinated and oversaw execution of Operation Vijay to successfully defeat Pakistan's instrusions in Kargil in May-July 1999. He was awarded the Ati Vishishta Seva Medal in 1986, and Param Vishishta Seva Medal in 1996. The King of Nepal appointed him Honorary Chief of the Royal Nepal Army in 1997. He has been a member of the National Security Advisory Board and is Founder President of the ORF Institute of Security Studies. He is also an Honorary Advisor to the Centre for Policy Research, New Delhi. In addition, he is an independent Director/Advisor with some well-known private sector companies in India.

Erhard Crome

Erhard Crome has studied international politics at the Institute of International Relations in Potsdam-Babelsberg in the German Democratic Republic. In 1980, he obtained his PhD in politics, followed in 1987 by a sublitation, which is a German term for qualification to work as a University Lecturer. From 1990 to the year 2000, he worked as a lecturer in political science at the Porstum University. he has published numerous books and other publications on international politics, German foreign policy, developments in Eastern Europe after the collapse of communism and the history of the German Democratic Republic. Since May 2003, Dr. Crome has been the Head of the International Relations Department of the Rosa Luxemburg Foundation.
