Synopsis Terrorism is an international problem a state of terror created by the terrorists in order to force and blackmail nationals and governments. Terrorism is the threat of violence designed primarily to instill fear of the terrorist. In classical "Just war" theory, war is conducted between armies who recognize the legitimacy of targeting enemy, but limit violence against civilian. Terrorism, on the other hand is violence, violence against civilians. Terrorist acts or campaigns have two levels of objectives. Practically, the goal is publicity and recognition of a problem on claim. At the strategic level, the goal is absolute change, freedom, independence or revolution. Terrorism always involves criminal acts the use or the threat of violence. Terrorism cannot be understood only in term of violence. It has to be understood primarily in term of propaganda. Violence and propaganda have much in common.
