Synopsis The book has dealt with two issues. The study of HRD Radicalism in the service sector is important in the current scenario, as the economies will have high dependence on service sector by the year 2010 and beyond. This is evident, from the statistical fact that the share of primary sector in GDP has declined to less than 30 per cent as compared to 73 per cent in 1947 and of manufacturing sector has stagnated by 25 per cent in the last two decades while the contribution of tertiary or service sector to GDP has gone up to a whopping 45 per cent or so from less than 10 per cent five decades ago. It is therefore, significant to study the HRD issues of those sub-sectors within the service sector which have high employment and growth potential such as Telecommunication, Banks and Railways. If these organizations have to keep pace with the rest of the economy in the times to come, they need to accelerate the planning and development process of their human resources as the onus of promoting employees lies with the organizations. Organizations need to realize that serious efforts on their part can bring about a substantial and concrete difference. This book is an attempt to focus on two major issues facing the service sector in general and the sub-sectors of Telecommunication, Banks and Railways. The first issue relates to the growth and development of service sector and how far the human resource engaged in the organizations related to service sector could be made productive and efficient and the second issue illustrates the degree to which emerging HRD paradigms would bring reform in the organization and employees in the service sector.

M.P. Srivastava presently is Co-ordinator of a Masters Degree Programme in Human Resource Planning and Development at Institute of Applied Manpower Research, New Delhi. Trained as economist, Shri Srivastava has worked with government of India, International Labour Organization (ILO) and World Bank (IDA) projects with the Government of Zambia, Maldives, Ethiopia and Somalia as Senior Manpower Management Adviser. He has written widely on human resource planning, development and management. The presents book, HRD Radicalism in the Service Sector, is fourth in the series of his work on HRD. The first three relate to ‘Human Resource Planning Approaches, Needs Assessment and Priorities in Manpower Planning’, ‘Introspection of Plan Priorities, HRD Programmes and Sectoral Activities, 1951-1997’ and ‘Human Resource Training Paradigms: Need for Change’. Shri Srivastava is a prolific writer and in addition to the books, has published more than 100 research papers in various journals both in India and abroad.
