About the authors

Dr. Ashish Dev obtained his Ph. D. Degree in Economics from the State University of new York, USA. He joined the Indian Administrative Service in 1977 and has since held various middle and senior administrative positions. Presently he is Director of the Himachal Pradesh institute of Public Administration, shimla and also special Secretary to the Government of Himachal Pradesh.

S.A. Rizvi, is presently looking after theResource Group on Hill Area Development at the Himachal Pradesh Institute of Public Administration, Shimla. He is basically an Urban and Regional Planner. He has been working in Himachal Pradesh since 1966 in various position and dealing with Urban and Regional Planning Project/schemes in hilly areas.
