About the authors

Kamta Prasad

Kamta Prasad is Chairman at the Institute for Resource Management and Economic Development, Delhi, which specializes in studies of water. Formerly Professor at the Indian Institute of Public Administration, New Delhi and at IIT-Kanpur, he held distinguished positions in the Government of India as Chairman, Agricultural Prices Commission and Minimum Wages Advisory Board and Member, National Flood Commission, National Core Group on Flood Disaster, Working Group on Financial, Legal and Institutional Aspects of National Commission for Integrated Water Resources Development.

B.D. Singh

Dr. Bikrama Ditya Singh (b. 1954) passed M.A. (Labour and Social Welfare), LL.B., and Ph.D. – all from the Patna University, Patna. Dr. Singh is presently looking after the work of the Research and Consultancy Unit at the Indian Institute of Public Administration, New Delhi. A Prolific writer, he has several publications and project reports to his credit. His recent book Planning for Rural Development and Poverty Allevation (1992) was widely acclaimed.
