Synopsis The book explores an in-depth study of various socio-economic, spatial and infrastructural factors of urban, rural and regional planning framework in the 21 century scenario. The urban planning scenario in the new millennium is examined with the empirical data and policy perspectives. The emerging challenging issues of housing crisis, slum and squatter settlements, environmental chaos, the spectacular growth phenomenon of informal sector in metropolitan cities have been studied in a critical manner. The master plan approach for regulating urban development has also been highlighted. The book explores the amendments of Urban Land (Ceiling and Regulation) Act repercussions and subsequently the amendments of the 1998 Bill. The objective is to bring about specific legal reforms in urban land for boosting the housing activities in the urban settlements. The relevance of rural development has been spelt out in a comprehensive Five Year Plan perspective. The case studies of villages have state-wise basis have been analysed. For boosting the rural development, the application of growth, central planning and policy framework have been highlighted. Specific emphasis has been given to the development of small and medium town settlements, for promoting the appropriate spillover of pollution and economic activities to ensure balanced spatial considerations. At the macro level regional planning and development have been studied and at the micro level a study of National Capital Region (NCR), embodying the inter-state portions of Delhi, Uttar Pradesh, Haryana and Rajasthan in a regional framework has been examined. This research oriented book would be useful to urban planners, rural, regional planning experts and research scholars who are visualizing developmental prospectus and strategy formulations in the 21 century perspective, in India and the world over.

Gopal Bhargava, a prolific writer and author of several books, is a senior official in Town and Country Planning Organization, Ministry of Urban Development, Government of India. First educated at Mayo College Ajmer, and a Post-graduate in Economics from Lucknow University, he is a regular contributor to leading newspapers and academic journals. So far, he has published a good number of papers and articles on various issues, concerning urban development, which is his forte.
