Synopsis Muslims constitute the second largest group of people after the Hindus. Their participation in the socio-economic as well as political process is considered of vital importance. Since the post-independence, India opted for a planed approach for growth and development encompassing all sectors of the populace it is matter of concern as to how far the Muslims have benefited from the state intervention in the growth process. The proposed book makes an attempt to look into the different segments of this problem. The papers included are the contributions of eminent people belonging to different vocations, viz. academics, administration, who have presented their concern vividly. Some of us have been arguing for quite sometime now that though there maybe general backwardness but the Muslims as a class have been left out for one reasons or the other from the main stream. In view of this we have result of that. It is hoped that this would generate further debate for a better tomorrow.

S.N. Singh

Dr. S.N. Singh (b. 1941) formerly Professor in the Department of Public Administration, Lucknow University, is the Secretary of the Institute for Applied Research and Development, a non-governmental organization based at Lucknow. From 1980 to 1984 Dr. Singh was with L.B.S. National Academy of Administration, Mussoorie as Reader in Public Administration on deputation. His academic career covers a span of about four decades in which he has to his credit eight books already published. Two under publication on various important themes of social relevance. He has published more than 40 papers in the reputed journals. His experience of teaching, research and training for long years has enabled him to produce works which have been widely acclaimed. As Secretary of the IARD since 1995 he has been engaged in academic as well as social service activities. Under the banner of the Institute several activities have been organized since its inception.
