In brief, the book covers much broader areas than prescribed by the World Bank and other foreign aid-giving agencies.

C.P. Barthwal, M.A., Ph.D. has over 35 years of experience of teaching, training, research and evaluation. Earlier he was Porofessor and Head of Political Science. Presently, he is Professor and Head of the Department of Public Administration, Lucknow University. Has done his research and a number of projects with a focus on weaker sections, such as the Scheduled Castes, the Scheduled Tribes and women. Around 30 candidates have been awarded doctoral degree under his supervision. Dr. Barthwal is an authority on Political Science, Public Administration and Management. Currently engaged in evaluating total literacy campaigns in different parts of the country. Member of the Core Group on External Evaluation of the National Literacy Mission. Also associated with a number of professional bodies. Currently, national Vice-President of the Indian Political Science Association and National President of the Indian Public Administration Association and Executive Member of the Indian Institute of Public Administration (U.P. Regional Branch). Advises Universities/Institutes in formulating their course contents. Engaged in organizing Seminars/Workshops on subjects of national importance. Served as resource person, session chair and delivered keynote address in a number of Seminars. Organized training programmes for middle and higher level officers of the government, public sector and banks etc. and also served as trainer in training programmes organized by other bodies. Widely travelled in India and abroad, including countries like Great Britain, the United States, former Soviet Union, Canada, Argentine and the UAE. Has so far contributed more than three dozen papers in professional journals. Editor-in-chief Dynamics of Public Administration. Books include: Modern Political Analysis, Modern Constitutions, Public Administration in India Understanding Local Self-Government, Social Justic in India, Understanding Management, National Integration in India Since Independence and Indian Administration in India: Current Perspectives. Winner of U.P. State Government Dr. Ganesh Shankar Vidyarthi Award for his book on Local Self-government.
