About the authors

Rajalaxmi Rath

Dr. Rajalaxmi Rath obtained her Master’s Degree in Political Science in first class from the Utkal University and was awarded Ph.D. by the Patna University as a junior research fellow of the ICSSR. She joined the University Grants Commission as a Research Scientist and served in the P.G. Department of Political Science, Utkal University, Bhubanaswar and A.N. Sinha Institute of Social Studies, Patna before joining the Nehru Memorial Museum and Library, New Delhi. Dr. Rath has contributed numerous research papers in the areas of empowerment of Scheduled Castes and Scheduled Tribes, social change due to reservation in public services, Issues of tribal development and socio-economic problems of disadvantaged communities. She has also attended numerous national and international seminars and presented research papers in India and abroad. Her maiden book Reservation and Social Transformation Among SCs and STs has been highly acclaimed as a pioneering work. She is currently working in Nehru Memorial Museum and Library, Teen Murti House, New Delhi, as Research Scientist ‘C’ of the University Grants Commission and is doing research on ‘The impact of forest laws and regulations on the socio-economic life of the tribal people of Jharkhand’.

Arun Kumar Rath

Arun Kumar Rath, IAS, has worked in the areas of rural development, education, health, social welfare and empowerment of backward classes. He attended management courses in the Universities of Birmingham and Bradford in the United Kingdom. He has contributed research articles on rural development, agricultural development in backward areas, and responsibilities of the State in a liberalized economy.
