Synopsis By the beginning of 1996, the years old Pakistan sponsored militancy had been brought under great control, a turnaround achieved in the mood and response of the people. The Central and the State Governments embarked upon ambitious, almost audacious, endeavour of conducting elections in Jammu and Kashmir. It was a mammoth task to organize the movement, transport, accommodation and connected logistic support for the large number of additional security force units being inducted into the State for ensuring peaceful polling, a task made more difficult by the limited availability of time and resources and increased efforts by the ISI of Pakistan and the militant organizations to disrupt the process. Arrangements were also made for identifying and the marshalling services of over ten thousand polling personnel from outside the State to supervise the elections in the Valley, as local employees under threat of reprisals from the terrorists were not coming forward to perform the duty. This book gives a vivid and exhaustive account of how the herculean task to ensure credible and peaceful Parliamentary elections followed by the Assembly elections was achieved in the State. The 1996 elections by all standards were an end in themselves. However, these also firmed up the ground for further consolidation of the democratic process for future. Biggest gain of this exercise was holding of yet another credible elections for the State Assembly in September 2002 when the people wielded the power of ballot with confidence to bring in a mighty political revolution.

Sudhir S. Bloeria

Dr. Sudhir S. Bloeria, IAS (J & K – 1968) is an ex-Army Officer having served in the Infantry from 1966 to 1972. He took part in the 1971 war with Pakistan, in the Fazilka sector. He is a Science Graduate, also holds a Masters Degree in Hinstroy, and acquired Ph.D. Degree for his Thesis on “The Battle of Zojila – 1948”. A graduate of the National Defence College, New Delhi, he takes keen interest in military history and national security matters. At present, he is the Chief Secretary to the Government of Jammu and Kashmir. Other important assignments held by him include, Deputy Commissioner, Jammu; Development Commissioner, Ladakh; Divisional Commissioner, Jammu; Principal Secretary to Governor; Secretary to the Government of Jammu and Kashmir in the Deparatments of Food, Civil Supplies, Transport, Forest, Public Works, Health and Medical Education. Dr Bloeria was posted as Special Commissioner, Rajouri and Poonch Districts in 1990-1992 with specific assignment of keeping that area free from militancy during that critical period. He was Additional Chief Secretary, Home to the State Government in 1995 and 1996 when Parliament & Assembly elections were conducted after a gap of almost ten years. Jalil Ahmad Khan

J.A. Khan, born on the 2nd of July 1943 in UP is a 1967 batch IAS officer of J & K cadre. An M. Sc in Applied Mathematics and a Gold Medalist from University of Lucknow, alumni of Universities of Delhi and New South Wales, he held many challenging assignments in his career including Deputy Commissioner of border district of Rajouri, Commissioner of both the Divisions in the State, Managing Director of several Government Companies, Secretary in charge of Industries Department (twice), Finance Department (thrice) and Planning & Development department. He was Chief Electoral Officer of the State during the prestigious 1996 elections and was awarded gold medal by the State Government for his extraordinary contribution in organizing and conducting the general elections to the Parliament and the State Legislative Assembly.
