Superpower was the creation of the politics of 20th century nuclear weapons technology,even though the coining of the term in 1944 did not take the nuclear dimension into account but ratherthe global reach of a nation. As the Cold War became more entrenched, that which distinguished anuclear superpower from a 19th century great power was possession of the power of ultimatedestruction and the strategic doctrine of nuclear deterrence that emerged from it. However, the dominant theme in the academic literature on the rise of India is itsinconsistent rank in the hierarchy of powers-either as a "regional power" in its home region of SouthAsia or as a "global power" in the making but not actually having arrived yet.
