The author, born in 1941, had his education at his native place in Pauri District. He has closely seen the changing socio-economic life of the people in Garhwal and kumaon hills. the whole of Himalayan border-land from Jammu-Kashmir to Arunachal Pradesh has held great fascination for adventures, explorers, administrators, mountaineers, trekkers, pilgrims and tourists. Garhwal and Kumaon Hill region is no exception which has rich cultural and historical heritage. Since there was no publication which could provide comprehensive and up-to-date survey of the whole hill region in 1972 and succeeded in bringing out the First edition of this book in 1982. The author was commissioned in the Army (7th Bn The Jat Regiment) on 30 June 1963. After his premature retirement from the Army, he was reemployed as District Soldier's Welfare Officer in the State of Uttar Pradesh from Aug 1983 to Aug 1999. He was awarded' Maha Yodha Seva Puruskar Samman Patra 'by the Second World War Soldiers Associations Sangli, Maharastra on the eve of the Second World War and United Nations Golden Jubilee year celebrations in 1995. The 'Samman Patra' was awarded to honour his dedicated and selfless service rendered for the welfare of ex-servicemen including Second world war veterans. His experience of Military service as well as Civil service has greatly helped him to study, in-depth, the related problems of national security, economic development, welfare of the people and public administration. The author has written many useful articles and books including' Selfless Soldiering', Handbook for Defence officers', 'Manual for Ex-Servicemen' and small booklets in Hindi for the welfare of economically backward section of the society and the ex-servicemen. His forthcoming books include 'Poverty Planning and Development', 'Inefficiency and Corruption in civil Administration'. 'To promote further research, writing and action plan, the author has since been working for the Institute for Social welfare, Administrative reform and Development studies.
